Bush or Conservatism?

Among the many superlatives associated with Hurricane Katrina can now be added this one: it produced one of the most extraordinary displays of scams, schemes and stupefying bureaucratic bungles in modern history, costing taxpayers up to $2 billion.
Todays NYT here. Is waste and fraud (read the article) like this due to the unbelievable incompetence of GW Bush or does it go further than that. Is it really the result of conservatives in power. Conservatives admit they hate government so obviously they have no interest in running an efficient government other than the military. One could argue that their policies have really screwed our military also. Conservatives have ruined the reputation of the USA around the world, destroyed our military to the point that we will not be able to respond to other threats as long as we are in Iraq, sold our government to foreign governments by borrowing huge amounts of money especially from China, given tax cuts that mainly benefit the rich even during what they insist is 'war time', ignored problems in N. Korea, Somalia, and Afghanistan, taken away the freedoms they profess they are trying to protect, ignored our energy dependence, scoffed at science in favor of theology etc. Can the Democrats do worse than that? I doubt it. What's the worse a Democrat President has done recently other than getting a blow job? What did we ever tell the kids?
