You maybe read last week that VP Dick (there's that R-rated word)Cheney claims that the Vice-Presidents Office is not part of the executive branch of the government.
That's fine with Rep. Rahm Emmanuel. If Cheney is not part of the executive branch there is no need to fund the VP's office in the portion of the budget that funds the executive branch.
